Check with your nearest consulate. I haven't heard of an option to get it by mail, but I hadn't looked for that, either, as the Milan consulate is fairly convenient for us.
A tourist visa takes a day - you drop off the paperwork in the morning and pick it up in the afternoon. I don't know if a student visa will be any different.
